小宮 輝之は、恩賜上野動物園（東京都台東区上野公園）の第13代園長で、日本動物園水族館協会前会長。2011年8月から公益財団法人東京動物園協会常務理事を務める。公益財団法人日本鳥類保護連盟代表理事（会長）、山階鳥類研究所評議員、サントリー世界愛鳥基金運営委員なども務める。
1972年に明治大学農学部卒業後、東京都職員となり、多摩動物公園に配属。飼育係を務め、クマ、イノシシ、キツネ、ノウサギ、ガン類、コウノトリ、トキ類など日本産動物の飼育を担当し、カリガネの繁殖やノウサギの飼育で技術研究表彰を受ける。1978年には東京動物園協会「高碕賞飼育観察賞」を受賞。
1990年に恩賜上野動物園東園飼育係長となり、1991年には森林野生動物研究会（旧野兎研究会）常任理事となる。1997年に上野動物園飼育課長を務め、1998年には多摩動物公園飼育課長となる。2000年から恩賜上野動物園飼育課長を務める。
2004年8月1日から恩賜上野動物園園長を務め、2011年7月31日に退任する。その後、公益財団法人東京動物園協会常務理事となる。2022年からは日本鳥類保護連盟会長を務める。

Teruyuki Komiya is the 13th director of Ueno Zoo (Ueno Park, Taito-ku, Tokyo) and former president of the Japan Association of Zoos and Aquariums. Since August 2011, he has served as executive director of the Tokyo Zoo Association. He also serves as a representative director (chairman) of the Japan Bird Conservation Federation, a councilor of the Yamashina Institute for Ornithology, and a steering committee member of the Suntory World Bird Fund.
After graduating from Meiji University's Faculty of Agriculture in 1972, he became an employee of the Tokyo Metropolitan Government and was assigned to the Tama Zoological Park. As a zookeeper, he is in charge of breeding Japanese animals such as bears, wild boars, foxes, hares, geese, storks, and ibises, and receives technical research awards for his efforts in breeding red crabs and breeding hares.
