静岡県出身の洋画家で、二科会会長（1978年）。アメリカ合衆国とメキシコに22年間滞在し、力強い作風の作品を残した。児童美術の教育者としても活動していた。
北川は早稲田大学商学部予科に進学して高田馬場で下宿生活を送っていたが、1910年に卒業後、アメリカ合衆国に渡った。ニューヨークでは舞台の書き割りを担当する職人として働いていたが、1919年にアート・スチューデンツ・リーグ・オブ・ニューヨークに入学し、ジョン・スローンに師事した。
メキシコ時代にはフロリダ州、マイアミで農園の労働監督者を務め、その後キューバのハバナでホテルで働いていたが、アメリカ人に持ち逃げされた。1923年9月、メキシコのオリサバに着き、しばらく聖画の行商を行った。
翌年、メキシコシティのサン・カルロス美術学校に入学し、卒業後、チュルブスコ僧院に附属した野外美術学校で教えはじめ、野外美術学校の生徒の作品展が称賛されていた。
1925年にはメキシコシティ郊外のトランバムの野外美術学校で教え始め、ヨーロッパにも巡回された。1929年に二宮てつ乃と結婚し、1930年には長女をもうけた。南北アメリカを旅行中だった藤田嗣治が、一週間に渡って北川の家に滞在している。
