日本の小説家、写真家。福岡県北九州市八幡西区生まれ。日本大学芸術学部映画学科卒。
代表作は「密命」シリーズと「居眠り磐音」シリーズなど。戦国時代を中心にした時代小説を主な活躍領域としている。また、冒険小説やミステリー小説も数多く発表している。
2007年から、NHK木曜時代劇『陽炎の辻〜居眠り磐音 江戸双紙〜』で時代劇への取り込みが始まり、テレビ東京金曜時代劇枠とNHK土曜時代劇枠でも時代小説をドラマ化している。
2018年には第66回菊池寛賞を受賞し、「文庫書き下ろし時代小説」という新たなジャンルを確立したことが評価された。
