Masaya Hattori is a Japanese banker and businessman. He is known as the first Japanese to serve as vice president of the World Bank.
At the request of the International Monetary Fund, Mr. Hattori was seconded to Rwanda on a technical assistance program as Governor of the Central Bank, where he formulated an economic reconstruction plan and carried out currency reform. We promoted the education of bank employees by strengthening the number of foreign employees, the formulation of economic reconstruction plans, currency reform, tax and fiscal reform, and industrial development.
