日本の経営者、元政治家。元参議院議員（2期）。一橋大学ビジネス・スクールの客員教授。
経歴は早稲田大学商学部卒業後、山一證券に新入社員として入社し、企業買収・合併担当を務めた。そこからイェール大学大学院で経済学修士、デューク大学ロースクールで法学修士を取得。
その後、新日本海新聞社に入社し取締役編集局長などを経て、系列紙の大阪日日新聞取締役社長に就任した。その後、オックスフォード大学上級管理者養成プログラムなどの多数の課程を修了し、中欧国際商工学院顧問やシンガポール国立大学リー・クアンユー公共政策大学院フェローも務めた。
1998年に参議院議員通常選挙に無所属で出馬したが落選。2002年に参議院補欠選挙で初当選し、自民党に入党。その後、参議院議員として再選され、内閣府大臣政務官を務めた。

After graduating from Waseda University's Faculty of Commerce, he joined Yamaichi Securities as a new employee and was in charge of corporate acquisitions and mergers. From there, he earned a master's degree in economics from Yale University and a master's degree in law from Duke University School of Law.
After that, he joined Shin Nihonkai Shimbun, where he served as director and editor-in-chief, and then became president and director of Osaka Nichinichi Shimbun, an affiliated newspaper. He went on to complete a number of courses, including the Oxford University Senior Management Training Program, and served as an advisor to the Central Europe Institute of International Business and Commerce and as a fellow at the Lee Kuan Yew School of Public Policy at the National University of Singapore.
In 1998, he ran as an independent in the regular election for the House of Councilors, but was unsuccessful. He was first elected in the House of Councilors by-election in 2002 and joined the Liberal Democratic Party. He was then re-elected as a member of the House of Councilors and served as Parliamentary Vice-Minister of the Cabinet Office.
