Arashiyama was born in 1942, grew up in Hamamatsu City, Shizuoka Prefecture, and spent his elementary school days in Kunitachi-cho, Kitatama-gun, Tokyo (now Kunitachi City). After attending Toho Junior and Senior High School, he graduated from Kokugakuin University's Faculty of Letters, Department of Japanese Literature, in 1965.
