After graduating from Tochigi Prefectural Utsunomiya High School and Nippon Dental College, he opened a dental clinic in Kanuma City. In 2003, he ran as an independent candidate for the Tochigi Prefectural Assembly and was elected for the first time. He then joined the Liberal Democratic Party. He has served as vice chair since 2012 and chair since 2017.
