Masumi Sugae, born in Hōreki 4, was a traveler and herbalist whose real name was Hideo Shirai, and who also used names such as Tomoyuki and Hidechō. He began using the name Masumi Sugae from the mid-Bunka era. His father was Hidema Shirai, from Mikawa Province. As a boy, he studied Japanese classical literature under Yoshikata Ueda of the Mikawa Yoshida domain, training in Japanese writing and local history. Afterwards, he traveled to Owari Province to study Japanese classical literature, herbalism, and sketching under teachers like Kawamura Hidene and Niwa Yoshigon.
From Tenmei 3 (1783), he traveled through Shinano, Echigo, Dewa, Mutsu, and Ezochi, writing travelogues and essays. In his prime, while continuing his travels, he also served a domain, and from Kansei 7 (1795) he held duties such as medicinal plant collection for the Tsugaru Hirosaki domain. However, he was suspected of being a spy for another domain, his diaries and travelogues were confiscated, and he was placed under house arrest, leading to the loss of some of his writings.
In Kyōwa 1 (1801), he moved to the Kubota domain (Akita), where he gained the acquaintance of literary figures such as Michihiro Naka, Sadafusa Takashina, and Nagaaki Toriya, and entered the service of the Kubota domain. It is said that he remained in the Kubota domain thereafter.
