Career
His father, Yorio Saito, graduated from the Naval Engineering School and served in the Japan Maritime Self-Defense Force as the director of the National Defense Academy's student section and the principal of the Second Science Academy. My grandfather was also a Navy sailor. In high school, he was a member of the track and field club and participated in the Inter-High School Championships.
Saito proposed a changeover plan to reduce the number of escort ships and increase supply ships, and promoted the construction of Mashu-class supply ships. In 2015, a joint team with Mitsubishi Heavy Industries held an information session aimed at winning submarine orders from Australia.
