Toru Okuma is a Japanese language education scholar and professor emeritus at Tokyo Gakugei University. Born in Ichikawa City, Chiba Prefecture, he graduated from the Department of Japanese Language, Faculty of Education, Tokyo Gakugei University in 1972.
