Career
Born in Aichi Prefecture. Graduated from the University of Tokyo's Faculty of Law in 1968. Completed his master's degree at the Graduate School of Economics, University of Tokyo, in 1973. After serving as a senior researcher at the National Economic Research Association, he began his commentary activities in 1984. In 1997, he became the chairman of the 21st Century Policy Institute. In 2007, he became the chairman of the International Public Policy Research Center.
