日本の童話作家、絵本作家、ノンフィクション作家、エッセイスト。日本福祉大学客員教授。また江戸川区角野栄子児童文学館（魔法の文学館）館長でもあります。
代表作は『魔女の宅急便』です。この作品は宮崎駿監督によりアニメ映画化されましたが、当初は魔女について特に詳しくなかったため、映画の公開後に多くの質問を受けました。その後、魔女についてのエッセイも執筆しています。
