Nobuo Otsuka is a Japanese pastor and the first director of the Holocaust Memorial Museum. Born in Ukyo Ward, Kyoto City, he had an awareness of human rights and peace from a young age, and this feeling strengthened after meeting Anne Frank's father, Otto Frank. After that, he studied abroad in Jerusalem, Israel, and after returning home, he began teaching as a pastor at the Society of St. Jesus. From the 1990s onwards, he became the pastor of the St. Jesus Society Miyuki Church in Miyuki-cho, Fukuyama City, and after holding an Anne Frank exhibition, he became more determined to open a memorial museum.
