福井晴敏（ふくい はるとし、1968年11月15日 - ）は、日本の小説家・漫画原作者・脚本家である。東京都墨田区生まれ。私立高輪高等学校卒業、千葉商科大学商経学部経済学科中退。
福井晴敏は「アニメ作家」と自らを呼んでいる。
『川の深さは』が第43回江戸川乱歩賞選考委員会で話題となり、大沢在昌の絶賛により注目を集めたものの落選。しかし翌1998年、『Twelve Y. O.』で第44回江戸川乱歩賞を受賞した。
福井晴敏は、2000年に大藪春彦賞を受賞し、その後も多くの著作を手掛けている。また、初の短編集『6ステイン』が直木賞候補になる。
アニメーションスタッフとしての活動においても、ガンダム作品や『宇宙戦艦ヤマト2205 新たなる旅立ち』のストーリー構成を担当している。

Harutoshi Fukui (born November 15, 1968) is a Japanese novelist, manga author, and screenwriter. Born in Sumida Ward, Tokyo. Graduated from Takanawa Private High School and dropped out of the Department of Economics, Faculty of Commerce and Economics, Chiba University of Commerce.
Harutoshi Fukui calls himself an "anime artist."
``The Depth of the River'' became a hot topic at the 43rd Edogawa Ranpo Award Selection Committee, and although it received a lot of attention due to Osawa Arimasa's acclaim, it was not selected. However, the following year in 1998, he won the 44th Edogawa Ranpo Award for ``Twelve Y.O.''.
